Chop 8 of the scallions and place them in a large mixing bowl with the couscous, diced tomatoes, parsley, mint, lemon juice, oil, salt and pepper. Mix well and refrigerate for at least 2 hours, stirring from time to time. Serve very cold mounded in the middle of a platter. Garnish with the tomato quarters, and remaining scallions, and several fresh mint leaves.
